Should not be attempted. For a variety of reasons (especially in light of the Scriptures!), I doubt either could be successfully achieved. This isn't to say that unity cannot (or should not) be achieved, particularly on a national scale. But "global citizenship" and a "world government" sounds a bit too much like Babel to me (Genesis 11). I think it's in the best interest of man's earthly existence (esp. from God's perspective) to maintain national identities and welcome cultural differences (rather than lose cultural distinctions for the sake of so-called 'unity') . I'll leave the creation of the perfect world to God. Until that time comes, we (Christ followers) must continue delivering the Good News to this world, news of forgiveness and resurrection life found in Jesus Christ.
"For here we do not have a lasting city, but we are seeking the city which is to come." -- Hebrews 13:14
